PEIR provides diverse program evaluation and technical IT products and services to all MSHA programs. This position has a leadership role in planning, coordinating, developing and evaluating the MSHA Internet and Intranet web sites. This position is inside the bargaining unit. Learn more about this agency ### Responsibilities As an Information Technology Specialist (Internet), you will: Serve as the Internet policy and content manager for MSHA; Identify and define key Federal information policy requirements; Design, develop, test, implement and manage MSHA Intranet and internet information content standards and activities; Serves as the authority in the formulation and implementation of policy, procedures, regulations and guidelines for MSHA' s presence on the Internet; Work closely and cooperatively with other agencies with key internet leadership responsibilities to coordinate information dissemination, user interface, content, technical and legal issues and requirements, and the development, dissemination, and implementation of Departmental Internet standards. This position also serves as Webmaster for MSHA Internet sites and homes pages. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower graded level in the Federal Service. For the GS-14 level, 52 weeks at the GS-13 level includes: Experience with web programming language and methodologies in the development and implementation of applications for the Intranet and Internet, as well as extensive experience with current web technologies, operating systems and Amazon cloud services. These include but not limited to content management systems (e.g. Drupal), Linux, AWS, ASP, PHP, XML, MSSQL, MySql, Advanced CSS, HTML, Javascript, Angular, JQuery, apache. The incumbent must have development experience with Drupal and ability to develop, review and test custom Drupal modules. He/she must understand and specialize in coding complex functionality for responsive sites with large amounts of hierarchical content. Experience working with the Form, Entity and Views APISs, configuration management, the theming layer, Ajax interfaces, and other advanced topics in Drupal. He/she must have extensive using tools required to maintain websites front-end such as Photoshop, Fireworks, and Dreamweaver. This position requires overall responsibility for coordinating programmatic and technical aspects of MSHA Intranet and Internet websites. The incumbent must perform validation scans for broken links and ensure 508-compliance. He/she will provide support for day-to-day system management tasks such as trouble-shooting, backup testing, management and performance tuning. The incumbent will be responsible for identifying and addressing single point of failure and developing, implementing and testing continuity of operation procedures to ensure timely restoration of services in the event of a disruption in service or compromise. He/she must have experience developing and maintaining responsive design compatible with major or common Browsers.
